AIF – Agriculture Infrastructure Fund

A ₹1 lakh crore central-sector financing facility for farm-gate and post-harvest infrastructure. 3% interest subvention on loans up to ₹2 crore plus CGTMSE credit-guarantee cover.

Overview

The Agriculture Infrastructure Fund is a Central Sector Scheme of the Department of Agriculture & Farmers Welfare, announced on 15 May 2020 with a corpus of ₹1 lakh crore. It provides medium- to long-term debt financing for post-harvest management infrastructure and viable farming assets. The scheme is operational from 2020-21 to 2032-33, with loan disbursement to be completed by the end of FY 2025-26. As of 30 June 2024, ₹43,391 crore had been sanctioned and ₹28,171 crore disbursed.

3% Interest Subvention

3% per annum interest subvention on loans up to ₹2 crore for a maximum of seven years. On loans above ₹2 crore, the subvention is capped at the ₹2 crore portion.

CGTMSE Credit Guarantee

Collateral-free credit-guarantee cover under CGTMSE for loans up to ₹2 crore, with the guarantee fee paid by the Government. FPOs may also use the NABSanrakshan Trustee facility under the FPO promotion scheme.

7-Year Repayment

Repayment tenure up to seven years, including a moratorium of up to two years.

Multiple Projects Allowed

One entity may set up projects at multiple locations. Private entities (farmer, agri-entrepreneur, start-up) capped at 25 projects; no cap for state agencies, cooperatives, FPOs, SHGs and their federations.

Convergence with Other Schemes

Grants and subsidies from any current or future Central/State scheme (MIDH, PMFME, SMAM, Gobar-Dhan, PMKSY, AMI, RKVY, PM-KUSUM, PMEGP, etc.) can be availed alongside AIF. Capital subsidy counts toward promoter's contribution; a minimum 10% promoter contribution is mandatory.

SC/ST and Weaker-Section Focus

24% of grants-in-aid earmarked for SC/ST entrepreneurs (16% SC, 8% ST). Women and other weaker segments are prioritised for lending.

  • Primary Agricultural Credit Societies (PACS) — digitised PACS get preference
  • Marketing Cooperative Societies and Multipurpose Cooperative Societies
  • Self Help Groups (SHGs), Joint Liability Groups (JLGs) and Federations of SHGs
  • Agri-entrepreneurs and start-ups (max 25 projects per entity)
  • APMCs / Mandis operating regulated markets for agriculture and allied sector produce including fisheries
  • National and State Federations of Cooperatives, State Agencies, Local Bodies
  • Public-Private Partnership (PPP) projects sponsored by Central/State/Local bodies
